Salford city council has produced this short document outlining how they used a social value approach in commissioning the councils provision of services for recovering drug and alcohol addicts. Prospective suppliers were asked how they would provide social, environmental and economic value to Salford at no extra additional cost to the council, in addition to providing the best possible services for their service users as well as committing to living wage agreements with their employee’s.

Public sector commissioners are coming under unprecedented financial and political pressure to make huge savings, particularly in the health service.  Unfortunately, this type of pressure only leads to short-termism rather than more strategic, long term decision making.  The tight timetable for the submission of STPs (Sustainability and Transformation Plans) by government also added to these pressures.
